Regardless, window's sound recorder are identical for win98 and xp...at
least I haven't noticed any changes. Don't be technical, answer it or not.

Well, since this is a Windows 98 group and the answers aren't in the least
bit the same for Windows 98 and Windows XP, regardless of what your pissant
brain thinks, my answer is "not".

As Gary already stated, since you are specifically asking how to "reinstall this
program in XP", you should ask in an XP group, as the methods for doing such are not
going to be the same as in Win98.

If all you see are "Mute" check-boxes, then you are not looking at the right thing,
be it Win98 or XP.
Open Volume Control, click the Options menu> Properties.
Click the "Adjust volume for> Recording" radio button.
In the "Show the following volume controls" box, check-mark at least Recording
Control, and Mic, plus any others you plan to use.
Click OK.
In the Recording Control volume control that appears, be sure that Mic has a check
in the "Select" box, and adjust the volume up to at least over the halfway mark, or
all the way up for testing.
Go back to Options menu> Properties, select the Playback radio button, then make
sure Mic is check-marked there also (in "Show the following volume controls"), then
click OK.
In the Master Volume control, make sure Mic does not have the Mute box check-marked.

Not likely, if it is operating as described above....it is just an applet for
adjusting the volume controls.

I did step by step as u suggested and still no positive results. I do
not want to reinstall XP just for sound recorder...i just thought there
was a small file that could be reinstalled again in the event it got
corrupted. There is very little help google wise or microsoft site that
settles this problem, unless of course i pay out $90. Thanks
