Unable to format hard drive

Windows 95, DOS ver.5 (I believe). When I try to format
drive C, In DOS, I get a "Format Aborted" message.

Win95 includes DOS 7, not DOS 5

You must boot from a bootable floppy disk (Emergency Boot Disk) made for Windows 95, and containing the Win95 version of Format.

You cannot format C: if you have booted from C:
