Whenever I try to replace my old printer with HP Office
Jet Model 710, I keep getting a message about inserting
Windows 98 second edition cd rom and file dmcolor.dll
cannot be found.

Can someone please help me with this?

You can use the SFC.exe utility to extract the file from your Win98 CD.

I think this might work.  Install your Win98SE
installation CD and when that message comes up click on
brouse, select win98 folder, click OK, Then OK again.  It
should load the corect driver.  Let me know if it works.
