can't print from network printer

I logon as a administrator to install a network printer
on Windows 98. After I install, the printer is running
well. But when I logon as a user the printer
automatically set to offline. When I want to set it to
online it will ask me for password. Whatever password i
key in also can't get through. Please let me know what to
do. Thank you.

If something works for the administrator but not for the user, then
generally, the user does not have sufficient rights or the restrictions on
the printer are too strict.  What OS is the computer running that has the
printer installed locally?
