Office machines running Win98SE. When attempting to print,
the appln they are running hangs. Cannot access the
printers folder. Attempt to update service packs via Web
but hang after doing 66% scan of suitable packs.

First try clean booting and then see if you can print or successfully
download, etc.  If you can, then something or some combination of items
loading at startup is causing your problem.
