Local printer on Win98 shared to network

On Win2k network I have a user with a local printer that
needs to be shared.  File and print sharing is enabled
although when I look at its properties "Browse Master" is
Disabled and LM Announce is set to "No".  The printer does
not show up on the network to either the WinXP machines or
Win98.  What am I doing wrong?
