Hi Ron,
First of all the registry does not contain installed programs themselves.
They only contain program settings.
Once per day at startup a new CAB file containing a backup of the registry
is created by Registry Checker. The file name is Rbxxx.cab (where xxx is a
unique number assigned when the file is created). The new file replaces the
oldest file. These files are located in the \Windows\Sysbckup (hidden)
folder.
Registry Checker always maintains at least the last configuration from which
the system was successfully booted.
Go to Start - Run and type msconfig than press enter. Look on the
startup tab and confirm ScanRegistry is listed and is it enabled?
Check the dates of the previous backup cab files. Backups with a dates later
than the system date will cause registry not be backed up automatically.
This can be caused by setting the calendar forward for five days or more,
creating
Backup cabs with a newer date than the system date. This would fool scanreg
into
thinking the stored backups are newer, and therefore skip replacing them.
Make sure the system clock is set correctly.
To delete the cab files containing the registry backups, delete them from
the
C:\Windows\Sysbckup folder.

I have several "Not started" registry cab files shown in Scanreg. What
does that mean and how do I get rid of them?

Did you delete the cab folders from the
C:\Windows\Sysbckup folder?
