Windows 98 Error 1324 folder invalid character with Norton Anti-virus install

I updated my PC with a new MB,amd 2800 cpu, HD etc.
keeping the operating system, WIN 98 SE in the transfer. I
had NAV on drive before , but did my best to remove it
from registry & folders to eliminate Nortons Live Update
problems of "Common Client " error which shut down update
process. When I try to re-install norton Anti virus on
Windows 98 SE system I get the message:

"Error 1324. The folder path 'Program Files' contains an
invalid character.

Program will not install. I did notice in the registry the
entry of "Program Files" listed as "&Program Files" is
this normal? Symantec refers customers with this problem
to Microsoft and Microsoft only details it vaguely under
windows 2000. I am concerned about running without anti-
virus.

When you see an entry on a context or start menu that has a letter
underscored and the entry was added through the registry, the underscore
is denoted in the registry with the & sign.  For example, on the start
menu, Find, People:  the P is underscored and in the registry, the entry
is:  &People

You can try the updated installer.  I don't know if this will help you
but it's worth a shot:
