windows 98 set up screen at boot

I recently tried to download norton antivirus and the
download did not work.  Now Everytime I boot my PC, I get
a Windows 98 set up screen.  First it scans my system,
then it tell me it's ready to install windows 98.  I
always hit X to cancel the action.  Why is this happening
and how do I make it stop?  Any advise would be
appreciated.

See if it is listed in the "Startup" tab of msconfig.
