fatal exception during install

This is a fresh load of windows 98. It consistently
gives a fatal exception error OE 0028:c0005338 VXD VMM(01)
+ 0000438 after the first reboot, as it tries to
configure control panel for the first time. This is an
older computer, socket 7, amd cpu, 64 mb sdram.

Reduce your graphic card acceleration.

I installed win98 and when I turn it on sometimes it will come up with the
error on a blue screen "A fatal exception OE has occurred at 0028:C0005338
in VXD VMM(01) + 00004338
Press any key to continue". When I press any key it goes blank or shuts off.
After I let it sit for a while then it will come back on.

Try this go to Start/Run menu and type
msconfig and click OK. On the General Tab click the Advanced button and
check the box to Disable Fast Shutdown.
