Lost windows root system32 hll.dll

Upgraded from windows 98SE to windows XP home. After
about a week, won't boot up, leaves message file lost or
corrupt: windows root system32 hll.dll
All info suggests using windows 98 startup disc, whick I
made years ago and cannot find. Can't start in safe mode
or get into setup. Anyway I can get a startup disc?

This may be caused by a third-party program (adware, spyware, parasite).
Get AdAware and SpyBot and run them both. Keep them up to date.
