trouble with installation

i formated the hard drive on my other computer recently,
when i tryed to install win98se i got a messages telling
me to insert the win98se cd into my drive. already having
the cd in my drive i hit enter, i have tried reinserting
it, cleaning the disk, using other win98se disks, i can't
get it to start formating, i have even formated with a
win98se boot disk. nothing i have done has gotten me to
the point where the formating or installation to start.
does anyone know how i can get win98se to install?
