I reformatted the hardrive and get through the fdisk
successfully.  I copied the start-up disk (fat32ebd file)
from the win98 cd through tool/mtsutil/fat32ebd/.  At
prompt I enter "format c:" get the error message "Bad
Command" I have even tried "extract ebd.cab format.com"
command I still get the error "bad command".  What can I
do to insall win98?

You don't vopy the CD file fat32ebd - you run the program on the CD
fat32ebd.exe which creates a boot disk. You use this disk to boot to an A:>:
prompt

Thne you can type format c: from the a: prompt
