I reformatted the hard drive on my old pc and then tried
to reinstall Win98. It turns out it's an Upgrade CD,
which I used eons ago to upgrade from Win95. The
installation routine won't allow me to get past the part
where it checks for a previous version of Windows and I
have long since lost my Win95 CD. Help!

You can use W3.x floppies or a W95 CD. If you don't have either, you can
buy a used set pretty cheaply on EBay

Get a copy of anyones win95 disk or win98 first edition.
when loading your version it will ask to see one of the
previous disks, scan it, then carry on.
