Get a utility to create a new boot floppy at www.bootdisk.com.
Watch carefully as it starts and confirm that the device driver initialises
the CD properly. There may be several attempts, and all except one will
fail. If none of the drivers install then you may have a non-standard CD
drive that requires custom installation of the drivers, or the CD drive may
be faulty. If the driver seems to install OK but the CD is not accessible
note the exact error.
Why are you re-installing Windows? Are you sure you have fixed whatever
caused it to crash?
