setup hangs on updating system settings

While trying to reinstall Windows98se, the setup program
gets to the "Updating System Settings" with 4 minutes to
go and it just hangs there. I've tried 3 time and get the
exact same results. Can anyone help me?

Three possible reasons can't successfully install Windows:

1. CMOS not configured properly (like antivirus not turned off)
2. computer has hardware problem.
3. cd is bad.
