msvcp60.dll and msvcrt.dll

I tried to run a software that has msvcp60.dll in its own directory, and it
complains about msvcp60.dll linked to missing export
msvcrt.dll:__lc_collate_cp.

I checked that msvcrt.dll has version 5.00.

I searched the KB in microsoft site and a solution was installing MS Office
2000 or something, or clean install 98 then install the software again, or
install SPEU.exe.

None of the solutions work for me, since I don't have MS Office 2000, and
re-installing the software didn't help at all. tried to install SPEU.EXE
library update but that didn't seem to do anything when I ran it.

Any solution?
