W98SE Standby Problem

My Dell Inspiron 7500 hangs on resume from Standby (alias suspend to
RAM) mode if any USB (mouse, hub) device is plugged in.

If there is no USB device attached then it will resume but the network
will not be accessible. [This isn't the long resume time when there is
no active network connected problem]

Hibernate (suspend to disk) works fine.

This problem has been present since new but it is only now that I have
discovered that a USB device is causing the problem.

Any suggestions gratefully received.
