I had this same problem ears ago and one of you helped me solve it, well, it's happened again, and I don't remember how I fixed it.
With every start or restart my desktop ends up with an window opened to C:\WINDOWS
Little brother also developed this problem last week and I couldn't remember then, well, mine started yesterday.
His is slightly different, it opens C:\
We've searched msconfig, sysedit and regedit and have not found any entry (yet) that directs to either address on either computer. We are 2200 miles apart so it isn't anything shared on a home-network.
I'm stumped. (again).

Still very much a 'newbie' leaning hard into the learning curve.
