win98 only boots safe or dos

I am trying to troubleshoot a pc at another location, win98 se will only
boot safe mode. KB306615 looks like it might be the issue, won't know until
later today.
is there any other advice/articles someone could suggest?
this did happen after a McCafee scan by AOL (I hate aol) and I have looked
at (and printed) http://www.duxcw.com/dcforum/DCForumID7/328.html and
KB141721 also.

tried them both and still didn't help. its an old HP 300mhz pavilon so we
just junked it and am building a new one.
