Start up turns into Set-up Wizard

Boone - 11 Jun 2005 02:17 GMT Hi, please help I am having a problem I have never seen before.
The Problem: Whenever the PC starts it launches the Win98 Set up Wizard that asks you your name, company name, and product key code. (I've not entered the info as I'm not sure what it will do to the existing files.) When I hit Cancel the PC says it can not launch Windows and shuts down. This PC has worked for years.
What has changes/happened: I have a win98 PC and was trying to install an upgrade to Norton Internet Security 2005. It waned me that Norton Antivirus was installed and said that that had to be removed through Add/Remove Programs before installing. I uninstalled NAV 2001 through the control panel. When it warned about deleting shared files, I said to leave all on the PC. After the uninstall, the PC needed to reboot. After the reboot, when the PC powers up instead of displaying the Windows logon box asking for User and Password, it launches a wizard that says it's the Win98 Set-up Utility and asks for name, company, and Product Key Code. I have not completed the wizard because (1) it should not be launched and (2) I'm not sure what it's going to do to the files already on the PC.
Additional Information: The PC will load in Safe Mode and all user and program files that I can identify seem to be present. But. obviously something has been deleted or corrupted. The question is what?
Question: What should I do to fix this so that when Win98 launches it will not think it needs to run set-up, but just allow my user to login and use their PC.

glee - 11 Jun 2005 04:31 GMT Start in Safe Mode. Click Start>Run, type MSINFO32 and click OK. In the left pane of the System Information window, click the + sign to expand the "Software Environment" category. In the left pane, click to select "Startup Programs"....they will appear in a list on the right. Press Ctrl-A on the keyboard, which will highlight everything in the list on the right. Press Ctrl-C to copy the list to the 'clipboard'. Open a reply to this message, click in the body of the message and press Ctrl-V to paste the list from the clipboard to the message, and post back to this thread.

Open the Registry Editor (Start>Run>Regedit). Navigate to, and select, each of these keys in the left pane of the regedit window: HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\RunOnce HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\RunOnce HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\RunServicesOnce HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\RunOnce\Setup HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\RunOnceEx
If there is any data in the right pane of any of these keys, other than "Default", post back with what it says.
Also, have a look in the Win.ini file for anything in the load= and run= lines (Start> Run> msconfig> Win.ini tab> expand the Windows heading at top). Anything there?
BTW, not likely related to your current problem, but IntruderAlert is listed as spyware....you should uninstall it.

Thanks for your quick reply. I can tell you now that there's nothing in the win.ini file. The rest I have to check out tomorrow and post back.
Thanks re: intruder alert. It's already on my list of things to fix. Somehow I got tasked with cleaning up a friends PC; as always when you start into cleaning up a PC that is used but not maintained the to do list is LONG. Getting a good version of NIS running was one of the first.... and I got this headache!
I'll post back with my results from the rest of your suggestions tomorrow. Thanks for all your help have a good night.

I response to your suggestions/questions:
1. scanregw did not find any errors, and I did the back-up as you suggested.
2. All the Reg Keys said "Default" in the right pane EXCEPT for: HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\RunOnce\Setup Which was missing entirely.
3. The win.ini file had one line "load=" and that was it, just "load="

The winstart.bat option was already grayed out and a search of the hard drive did not come up with anything.
I also went back and srubbed all traces of Notron and IntruderAlert while I was at it.
Still having the same problem with booting up. Any other suggestions? Thanks.

Post back with your results. I am not sure at this point what is causing the Setup Wizard to be called up at startup. :-\ Still looking into that.....
For good measure, download and install this Windows update, even though it was probably already installed once: Windows Script 5.6 for Windows 98, Windows Millennium Edition, and Windows NT 4.0: http://www.microsoft.com/downloads/details.aspx?FamilyId=0A8A18F6-249C-4A72-BFCF -FC6AF26DC390&displaylang=en It often breaks and causes troubles, especially when Symantec products are involved.
Also, from Safe Mode (not the clean boot), after uninstalling all Symantec products through Add\Remove Programs, run the removal tool or tools they provide, based on which programs you installed and which were upgraded from what version (confusing, eh?):

Thanks for the suggestions. In response:
I was not able to do do a clean boot (I still got routed to the Win98 set-up wizard). After being routed to the set-up wizard and cancelling (which shut down the PC), I restarted in Safe Mode to see what if anything happened. Even though I had disabled Start-up Items in msconfig before attempting the clean boot the following were checked after the attempt:
EnsoniqMixer (Sound card related, I think) Office Startup Refresh Iomega Watch Iomega Startup Options Iomega Disk Icons PowerReg Scheduler
Just wanted to confirm that this is alright.
Since I can't boot in anything other than Safe Mode, I'm not sure how I would download and install the patch you suggest.
I have already used Rnav2003 to scrub the remnants of NAV 2001 from the system. The boot problem was the result of trying to uninstall NAV 2001 through Control Panel>Add/Remove Programs. It started immediately after the restart that was part of this process. I never got to installing NIS 2005. There are no other Symantec products on this PC.
Some time back you asked about Reg Keys. I replied that the following was missing: HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\RunOnce\Setup Is this an alright state?

just thought I'd let you know that dragging the items from the starup folder prevented them from re-enabling themselves. The only item that was not in the star-up folder was EnsoniqMixer, this did re-enable itself eventhough I had disabled it in msconfig.

That is correct. The only items checked in msconfg are: system.ini win.ini
Startup itms is not checked, though it is partially selected after attempting to boot the PC as Ensoniqmixer auto-enables itself.

The Setup Wizard may be appearing due to corrupted or damaged files in the WINDOWS\Installer folder.

Thanks for the suggestion.
In Safe Mode I installed Installer Cleanup, and ran it from Start>Programs>MS Installer Cleanup. The only items listed were: Installer Cleanup XML Parser & SDK
So, I was unable to clean any additional Program Installation info.

Running a step-by-step boot results in the following:

Have also you tried the Bootlog option on the menu? If not, try that then look at the Bootlog.txt file in the root with Notepad. See what's there after the mouse loads, it should be near the bottom of the file. You could copy/paste from the mouse down and post it.

When I do an F8>Bootlog.txt start the PC fails (goes into Win98 Set-up Wizard). Cancelling out of that causes the PC to shut down, so I then have to start in Safe Mode.
The result is that the Bootlog.txt file is for the second start in Safe Mode (I think), but there is another bootlog.prv which from the .prv extension and date-time stamp is from the Bootlog.txt start-up attempt.

If nothing unusual happens, expand and highlight "c:\windows\tasks", then right-click each item in the right window and select "Run".

I also did your suggestion to Run all the items in c:windows\tasks Most started and then shut down immediately. Except for: Maintenance and Cleanup which Run

If that doesn't help, find the Windows setup executables on the hard drive, rename them temporarily and see what effect that has. You also might try StartupList. I suggest you extract the executable to the c:\ drive in Safe mode and run it with the "/full" switch.

Thank you! I did find a old back-up the registry and was able to reinstall it. This allowed the PC to boot (with a bunch of errors), but I was then able to clean the reg & system files. All is good now.
