You can install Windows 95 from floppy.  For other versions you need to find
a way to temporarily connect the machine to a CD.  You can get CD drives
that interface through the parallel port or other interfaces, or you can
connect the machine over a network to another machine that has a CD drive.
The network connection can use a NIC that connects to the parallel port or
PCMCIA or similar. You can also directly connect to another machine using a
serial or parallel port cable and special software such as Laplink.
