Installation stops at splash screen

I am trying to crank up this old celeron 333mhz. po meg ram.
I formated the useing a win me boot disc. format c:
Useing the win 98boot disc i could not format useing that command.
Winn 98 se installination went as far as remove any floppies etc and
restart.
Which i did.
It then loaded to the  spalsh screen and after a few seconds restarted
the
computer on its own.
This keeps going on.
If i try to reinstall i get error messages.
So i reformat do it all again up to the spash screen, where it restarts
on its own again.
What is going on?

What do you mean 'could not format'?  I would guess that whatever stops you
formatting is stopping you from completing the installation.

Try starting the computer in Safe mode.  If that works, reset the video
adapter to Standard VGA, then restart normally.
