Only boot from cd rom

A friend has this old pc with win 98. It will only boot with the win 98
cd in the rom.
I tried every combination of boot sequence in the bios, the only 2 that
will get the thing going is c, cd rom  or cd rom , c.   A menu will then
come up asking to boot from hard drive or cd rom.
I choose hard drive and it boots ok.
Why wont it boot from c drive?

If its booting from the hard drive, it is booting from the "c:" drive.

What happens when you try to boot *without* the CD in the drive?  Please provide
complete exact error messages.
