Newly built computer won't boot

I am building a new computer.

Upon trying to boot it, it goes to the Post Summary Display and lists
the hard drive as being a slave even though I have it's jumper set to
master in it's own dedicated IDE.

I get a 2 option menu for booting either from the hard drive or the
cd-rom. The hard-drive option will read, "No OS loaded" and the cd-rom
option will not allow me to initiate installation of Windows from the
cd.

About 3/4ths of the time that i'm booting, I don't even get to the Post
Summary Display. It will often hang on the System Check.

Sometimes the screen will read, Verifying DMI.. and then hang.

Any suggestions?

Better sort this out first.  If jumpers are OK your error may
be cable connections.

Since the HD has not yet been formatted, it cannot
contain any system code (to boot.)
Enabling the CD drive requires either a completed
Windows installation or the appropriate MS DOS
floppy (with DOS drivers for the CD drives.)

If you have no floppy drive, it will save you much
time to add one.

If you have jumpered the drive for master then are you quite sure you are
not using CS cables?  What happens if you jumper the drive for CS and move
it between the two connectors?

And, even if you get the hard drive working, formatted etc. it probably may
not work properly if installing the 98 OS.  Am sure your newly built PC has
a processor that runs in excess of 2.1 GHz.
If the PC is stuck during the bios routine hardware check, you have a
significant problem..  Don't even attempt to install the OS until you get
this ironed out.

Some hard drives have a jumper pin setting for master when the drive is
alone on the ribbon cable and another setting for master when it shares a
ribbon cable.

Clear CMOS and then make sure all cables are prorperly installed including
the jumpers.

If you do not have a floppy drive try setting bios to boot from CD and use a
bootable CD in the CD drive. (The win98 install CD is probably not bootable)

80-pin cable?  HD connected to the middle connector, instead of the
far end as it should be?

Is the HD empty?

Check for hardware defects, i.e.
 - bad mobo caps
 - bad RAM
 - bad CMOS settings, e.g. overclocking
 - insufficient PSU rating or power connectors
 - bad HD
 - mis-matched component specs e.g. DDR333 at 800MHz
 - failed or inadequate fans
 - construction errors, e.g. poor CPU to heat sink contact
