What you have is a URL shortcut. That's like having a shortcut to a DOC file
and when you launch it Word opens to show the DOC file. The system sees that
you want to go to Google.com and automatically opens IE to perform the task.
What you want is a shortcut to IEXPLORE.EXE that includes a switch that
tells it what site to go to after it opens. Right-click your Desktop, click
on New, then Shortcut. For the command line, use the following, *exactly* as
written, including spaces and punctuation:
"C:\Program Files\Internet Explorer\IEXPLORE.EXE" "http://www.google.com"
(Ignore the coloration of the Google link as it appears in this message.)
Once that shortcut has been created, you can rename it and set it's
Properties so that it opens Minimized.
