I am running an old (1992) dos billing programe under windows 98. The
software vendor has told me that if my computer dies, I will not be
able to put windows 98 on the new computer and so will have to upgrade
to xp. I was told that the dos software will not run under xp and so I
will have to upgrade my software to the new windows version. Does this
make sense? Should I be stockpiling old computers with 98 on them, so
that I can keep using this program? I would like to keep using my dos
programs for about 8 more years when I will probably shut my office.

It's possible to run many DOS programs under WinXP, using compatibility
mode - you should try this approach first (perhaps you could borrow a
machine and install the software on that to test?).
It's also possible to run DOS itself in a Virtual PC, within XP.
It's also possible to run Win98 on most 32-bit hardware (but don't bank on
it!)
I suspect that no-one actually tried, before telling you that it couldn't be
done!

I'd load windows NT or windows 2000.
