In trying to resolve some problems on my Win 98 SE machine, on more than one
occasion I have been advised to check the contents of the "Hosts" file.
Therein lies the problem, I don't have one! Should there always be a Hosts
file or only in some instances.

There is not a Hosts file by default. (It is not a folder)
It is only there if you or some application creates it.
