Reinstall Win 98SE

Can u pls give me steps to reinstall W98SE.  I've backed up everything.  
Issue: do I quick format C: before running install CD?  Problem: I run
install disk (setup), after in completely finishes, PC restart and no change.
I'm not being given option to save/not save system files.  I want a fresh
new install.
