Does anyone know what Low Level Format is about? and how to perform it?

this should be amended to:
click on "Low Level Formatting" in the left pane
"Tips 'n' Guides".

Simpy put, it is writing track info for each track and a pattern of
filler bytes.  Pre-PC, that process *was* formatting; now, formatting is
a hollow shell of its former self  :)
