I installed a game called Thomas The Train Trouble on the Tracks, and after
that I have not been able to get windows to start. I log in, and then get a
blank screen with the above error msg. I have re-installed Windows 98 TWICE,
and also tried to replace some of the .dll files with newer versions using
advice I got from the kb, to no avail. I am unable to access one of my hard
drives now, and can't get to the darn game to uninstall it! Please help.

If you go to the KB and search on the message within quotes on all products,
there are five articles that contain the error message.  So does this
article:
