Cannot reinstall Windows 98SE

My operating system is MS Windows 98SE. For some reason I wanted to reinstall
the operating system. After successful copying of files the system restarted
automatically. But then it gave an error message -
"Invalid VxD dynamic link call fromVWIN32(01) + 00000714 to device '0009',
service 1. Your Windows configuration is invalid. Run the Windows Setup
program again to correct this problem. To continue running Windows press 'Y'
etc." After pressing 'Y', another error message appeared - "A fatal exception
0E has occurred at 0167:BFF8976B. The current application will be terminated.
Press any key to terminate the current application. etc." When I pressed a
key another error message appeared - ""Invalid VxD dynamic link call
fromVWIN32(01) + 00000782 to device '0009', service 2. Your Windows
configuration is invalid. Run the Windows Setup program again to correct this
problem. To continue running Windows press 'Y' etc."After pressing 'Y', blue
blank screen appeared. The hard disk light was on. After waiting some time, I
switched off the power supply and then switched it on again. This time the
reigstry was checked and a previous registry was restored. So, the operating
system reinstallation did not succeed. What should I do  for successful
reinstallation of the operating system?

The (snipped) errors suggest it would be fastest to
reformat C: and reinstal from scratch, guided by
http://home.satx.rr.com/badour/html/w98_restore.html
