How to use USB on a Win 98 Laptop w/o CD drive

How do I use a USB device on a Win 98 Laptop w/o CD drive? Says cannot find
driver, insert CD...

if the laptop has an internet connection...
download the drivers from the mfg's website

Do a search on:  win98_21.cab         and if found, note its location on the
hard drive.  Then when the CD is requested, browse to that location.

Unfortunately, browsing to the folder with the file did not work. Is said
"not found" or similar.
Still looking for a solution.

If you have the .cab files on your hard drive, then it should have all the
files that the CD has.
