Starting programs

After windows boots up, when you click on an icon on the
desktop to start a program nothing happens.  The same
occurs when you click on a program from the start menu.  
The items that are in the startup folder do not start up.

I can run programs from start>run.  If I run start.exe,
the icons and start menu starts working.

Anyone know what may be causing this?

Hi,

A damage .lnk file association can do this. Copy LnkW98.reg from
ftp://12.107.147.141/regfiles to your desktop, then right-click it and
select "merge". Agree to the warning and allow it to merge with your
registry. See if this helps.
