When someone sends me a JPEG file and I open it, it opens
in Windows Explorer and it is a huge file. I can't even
print it on one page.
How do I associate all my picture files to open in another
program, i.e. Adobe, Photoshop, etc.?

The best program for that is Irfanview from
http://www.irfanview.com
Now for the bad news, if the JPEG was sent as a large file you will receive it
as a large file. whoever scanned the picture should be resizing it before they
send it. Fortunately Irfanview has an easy resize/resample function.
