URGENT

HELLO MR / MRS,

I am unable to access the contents of control panel,and
the properties of the My Computer,Network Neighbourhood

ERROR MESSAGE : Access to the specified device,path or
file is denied

Please solve my problem

Use CWShredder removal tool to eliminate any CoolWebSearch spyware it may find, reboot and see if that fixes it:

If you still have the problem, update your anti-virus app and then run a full-system virus scan.

In addition, install Ad-Aware 6 free edition, start it, click its 'Check for Updates' link in the app to install updates, then use it to scan your system, and remove what it finds.

Well, I tried it all, and it did find a bunch of crap.  
Especially once I started in the safe mode.  But I still
have the same problem.  Any more suggestions??

If the system is clean and you know it's clean (you've scanned and come up
100% clean) then use SFC.EXE to extract a new copy of RUNDLL32.EXE from your
Windows 98 CD or the CAB files on your hard drive, whichever you have.

Well, I would if I could, but I do not have a CD and the
CAB files are long gone from my computer.  ANywhere else I

Extract  a new copy of RUNDLL.EXE and RUNDLL32.EXE from either your Windows 98 CD or from the CAB files on your hard drive, whichever you have, to the Windows folder, using the "Extract one file" option of System File Checker (SFC).
