Can't start windows 98 in safe mode

after installing software for a digital camera, windows 98
refuses to run. I can't start it in safe mode to remove
the offending program. is there another way?

Not enough info.  What happens when you try to boot--be specific.  What
happens in safe mode?  Any error messages?

Thank you for your reply. To be more specific, when I
start the computer, Windows 98 will start up but then
hangs with only wallpaper and cursor showing on the
screen. I never get to the desktop. Upon ctl/alt/del, no
programs are shown running. When I try to boot in safe
mode, I only get a blank "safe mode" screen, with "safe
mode" shown in each corner. Is there any other way to get
win98 to run?

That's what I needed.  This has been a problem that quite a few users
have faced lately.  Here's the standard blurb I have been using:

What brand of anti virus software do you use and is it kept up to date?
Did you see a pop up notice during your last computer session about a
spyware virus?  We are trying to track down what is causing this
problem.

I use Norton Antivirus but did not get a message regarding
spyware. I will look at the article you attached.
