At startup, I receive the message: "ERROR STARTING
PROGRAM: A required .DLL file, LIBEXPAT.DLL, was not
found."

Check in Msconfig for any oddities.
(Start-Run-MSCONFIG-Startup tab)
If you cannot see anything in Msconfig then:

Start-Run-msinfo32
Click the + beside Software Environment to expand.
Click Startup Programs
Ctrl+A to Select All, Ctrl+C to Copy.
Paste  that information in your message.

Disable some of the ones you don't know using Msconfig and reboot. Do
this after you remove any viruses.
Comments on the doubtful ones inline:

This is a virus.

>winrar    Registry (Per-User Run)
This seems superfluous as there is nothing mentioned to run.

>VCEWTCEDEXLWF    Registry (Per-User Run)

That looks like a virus with a random name.

No idea but it looks like a virus entry.

Spyware

>tircli    Registry (Machine Run)

No idea but looks like a virus entry.
