Programs stop responding in Windows 98 SE

I'm using Windows 98 SE and I have a problem with some
applications. Outlook 2000, Winamp, Quickbooks Pro.
    When I close Outlook 2000 it remains in the "close
program" (CTRL ALT DELETE) box. When I try to start it
again it won't respond because it is already open. (unless
I use the "close program" box and manually close it
first).
    I am a musician and I use Winamp. It will let me play
1/2 of a song and then stops responding. If I use
the "close program" box to close it I have to reboot to
get it open again.
    We also use Quickbooks Pro and it "stops responding".
I've re-installed all three programs and they still do it
which brings me to the conclusion that it may be Windows
itself. Any Suggestions would be appreciated.

Mike, I'd start with some basic "tune-up" steps. See the Computer Health
link in my signature - run through the steps there and see if that resolves
these problems.

If not, write back with anything new you've learned, and we'll see if
someone has further ideas specific to your situation.
