Windows 98 shutdown problem

To shut down my computer from Start connection, I go to
Shutdown, and the Windows will not shut down completely -
only goes to "Windows is Shutting Down" and stops there.  
I just go ahead and turn it off from there.
If my McAfee virus updates ask me to "Restart my computer"
I try to do so with the "Restart" but it will not restart -
it still just goes to the "Windows is Shutting Down" and
stays there.  I then have to shut it down and restart it
manually.  All of this seems to have occurred since I
recently connected to DSL but my ISP says there is no
connection to DSL.  Can SOMEONE PLEASE HELP ME restore
this shutdown to its previous status.  Thanks!

Hi Susan,

Run MSCONFIG, click Advanced, and make sure Fast Shutdown is disabled.
If the Win98 SE Shutdown Supplement was installed this option will be not
appear in MSConfig. If that doesn't do it go to James Eshelman's Shutdown
Troubleshooting Site and go through it step by step.
