When booting up windows 98SE I get the message: Error
loading Explorer.exe. "You must reinstall windows"

When I click "OK" I get the next message: Error starting
program, A required .DLL files,
C:\Windows\System\SHLWAPI.DLL, was not found.

I cannot find the Windows 98SE software.

Can anyone help me.

Try these:
Blank Desktop or Illegal Operations Error Message After You Install Internet
Explorer:

If those procedures do not help, have a look here:

Thanks for the info, however, it did not work. When I got
to the Windows File Manager and typed in Command.com, I
got the message:"There is not enough memory to start the
specified application. Quit one or more applications, and
then try again." The other site you referred to seems to
be a repeat of the first.

Any other suggestions?   Thanks for your help!

If the other site was a repeat of the first, I would not have posted the link.
Please read the info on the second site, and follow the procedures listed there:
