lost function

I tried to make a new folder the other night on my computer
(windows 98) and I can't find the new (as in new> folder/
file) anywhere. The menu produced by a right click on the
desktop does not contain it and the menu in folders
produced when I chick on file does not contain it. Is this
a setting problem or have I lost something and how do I fix it?

Sometimes I find it is faster to do it the DOS method.

1) Navigate to the folder in question via Explorer.

2) WIN+R (Open the Run Dialogue)

3) Type "CD" (without the quotes) to check that you are at
the corrcet path (if it is not showing) where you want the
folder.  If it is not displayed then type the letter of the
drive followed by a colon (C: D: E: etc...) then hit enter
then do the CD

4) Once the path is showing type

MD "Name of folder"

Hit enter.

NOTE: file names/folder names containing spaces MUST be
quoted.
