I hope this is the right place for these questions.
I have just begun learning MS Paint. I want to use it to make
pattterns for scroll sawing.
Right now I have drawn a 6" circle. I want to put text inside the
circle but I want it to be in an arc parrallel to the outside of the
circle. Can this be done and if so how?
Second to be able to do some freehand drawing does Paint have a 'grid"
available? This grid would be helpful while drawing as it would help
keep things in scale. The grid would only be temporary and would be
removed when no longer needed.

You need a REAL graphics program. MS Paint comes with the OS only because it is at best a
graphics viewer but even at this it is very limited. It is NOT a Graphics Application and
that's what you need.
I think AutoDesk AutoSketch is more apropos to what you want to do and supports the
functions you specified (grid, freehand, etc.).
