I had already reinstalled PAF and then reinstalled win98se but it still won't open and I still get the error messages. It's got me bumfuzzeled, lol.

I believe that if you look again at the message, you will see that it says
"linked to missing export USP10.DLL" rather than linked to missing
USP10.DLL.  This message is telling you that a newer version of USP10.DLL is
required because the one on your system does not have the functionality
required this program and a newer version does.

USP10.DLL.
