Got this message

the missing file.

Do this means "vnetbios.vxd" file is missing and NOT SYSTEM.INI file
When I press to continue it goes to desktop. Sorry for the silly question

If system.ini were missing it couldn't refer to vnetbios.vxd, could it?

Yes, it means the vnetbios.vxd file is missing.
