can't save file to cd-rom

I have win 98 and when I try to save a file to cd-rom in ms works, it tells
me I can't, that I need administrator rights. I thought there was not
administrators in win 98. Can anyone help please? Thanks!

What a program is using for CD writing?

Win98 does not have a native burning tool.

Cd-roms are read-only devices.  You cannot write with a cd-rom.
