Any version through XP (2002) will run on Windows 98. FP98, FP2000 and
FP2002.

There's lots of these versions selling on EBay, etc. Or you can look for
versions of Office that include it. I don't know anything else about your
system, so I can't recommend one version over the other, nor tell you if
you'd be eligible for an Upgrade version.

Check your computer under Accessories - Internet Tools.  You may
already have FrontPage Express installed.  This is a "light" version
of FrontPage 97 which came with at least some versions of Windows 98.
