Proxy Settings keep Changing in Windows98SE

My friend has to keep going in and unchecking Proxy Settings on her PC. They
seem to change 3 or 4 times a week. Happy Holidays to all.

This is not normal behavior so I suspect that something that's loading up at
Startup is causing the problem.  I suggest using the Msconfig utility to try
to determine if this is the case. Remove the check from "Load startup items"
as described in the article.

Once you determine what is causing the problem, either uninstall this
program or configure it not to load at Startup.
