defrag

a friend has 98 and can not defrag, unless he goes to safe mode.  any ideas
why that would be?  he said when he trys to defrag in 'normal' mode, defrag
will start, then defrag restarts itself, etc. goes on like that. but, in safe
mode it works as it should, thanks
