Programs are very difficult to transfer because of the registry
entries which are usually required to make them run properly and which
are normally only created by the installation routine. Additionally
there are almost always some .DLL files (and others) that are put into
the \Windows folder or subfolders off of it that are also required.
Much better to locate the original installation media and reinstall
the programs on the Windows 98 machine.
Good luck
